Persons who are Elderly, Blind, and Disabled Waiver (EBD)

Ages 18 and older

Allows adults (65 and older) who are blind or have a functional impairment or adults (18 to 64 years old) who are blind, physically disabled, or have a diagnosis of HIV or AIDS to receive home and community-based care as an alternative to care in a nursing facility.

 

 

Qualifying for EBD Medicaid Waiver services

  • Must be 18 years old or older
  • Require long-term services or supports similar to what is provided in a nursing facility
  • For individuals ages 18-64, have a diagnosis of blindness, HIV or AIDS, or be physically disabled.  For individuals 65 years and older, have been determined to have a significant functional impairment
  • Meet financial determination requirements as outlined in the Colorado Code of Regulations and as determined by your local Department of Human Services (DHS)
